Service release for bug fixing

This is a service release. It fixes a bug, which negatively impacted the system performance.

Bug fix
PROJECT		Users no longer receive an internal server error when requesting the history for project requirements. [#7119]

This fix relates to the requirements grid in  Project. In the past, users received a 500 error when they selected a requirement in the grid and then attempted to view its history in the side bar. This behavior has been fixed. The history can now be accessed as expected.
