Service release for maintenance

This is a service release. It removes a feature, which negatively impacted the system performance.

Feature removal
MISC		The auto-touch feature was disabled for tests. This prevents the tests from being set as dirty after changes to MDM data. ]

This change was necessary because the auto-touch feature was marking a large number of tests as dirty, overwhelming the periodic cache-recalculation job. As a result, new tests were not appearing in the UI, making the application unusable. Temporarily disabling this feature allows cache recalculation to return to normal, though some test attributes may display outdated values in the meantime.
