Service release for maintenance

This is a service release. It fixes bugs, which negatively impacted the system performance.

DEPLOYMENT		Add BlockOwnerDeletion value to helm chart for runner and worker. [#8450]

It is now possible to disable the BlockOwnerDeletion for worker and runner-instances pods as this some RBAC permission are may which allow to define this value. By default, this is enabled but it can be disabled if required.

Bug fix
DEPLOYMENT		Stricter actions for operator-worker and runner roles. [#8450]

The verbs for the operator-worker and runner worker are now defined with actions instead of wildcards.
