Service release for maintenance

This is a service release, which fixes security vulnerabilities.

Bug fixDatabase creation no longer requires access to template1. [#8943]

The application now connects directly to the configured database on start. A maintenance database (postgres by default, configurable via POSTGRES_MAINTENANCE_DB) is only used if the database does not exist yet. Connection errors during the upgrade are retried.
