Service release for maintenance

This is a service release. It mainly improves the system performance.

New feature
MISC		The OIDC scope can now be configured in the operational settings. [#8713]

This feature relates to the operational settings, which are found by navigating to   > Configuration > Operational Settings. Here, the OIDC scope is specified with the setting OIDC_RP_SCOPES. This is a space-separated list of scopes requested from the OpenID Connect provider. This setting defaults to openid email. Users can add additional scopes here if the provider requires them to release extra claims (e.g. for group/role entitlements).
