Service release for maintenance

This is a service release. It fixes bugs, which negatively impacted the system performance.

Bug fixA memory leak on condition parser was fixed. [#8332]
Bug fixLocked objects (MDM) can no longer be updated/deleted when license checks are enabled. [#8761]

Previously, when POLICY_LICENSE_CHECKS was enabled, locked MDM objects ccould still be updated/deleted by non‑system users (e.g. admin users), even though they should have been locked. This means the “locked” flag was ignored in environments with license checks turned on. This has been fixed.
