Service release for maintenance

This is a service release, which fixes security vulnerabilities.

Improvement	The performance was improved by using a predefined grid column order in database queries. [#8924]
Bug fix	Database creation no longer requires access to template1. [#8943] The application now connects directly to the configured database on start. A maintenance database (`postgres` by default, configurable via `POSTGRES_MAINTENANCE_DB`) is only used if the database does not exist yet. Connection errors during the upgrade are retried.
Bug fix PROJECT	Numerical thresholds are now correctly displayed in the 'Properties' tab. [#8886] This fix relates to the Thresholds area within the Properties tab of the Project requirements grid. Previously, thresholds were displayed as `x =`, rather than as the threshold, e.g. `0.1 ≤ x < 2`. This has been fixed.
Security fix API	Access token secrets are no longer returned by the token list. [#8876]
Security fix DEPLOYMENT	Packages with critical security issues were upgraded. ]
